The UN's nuclear watchdog still cannot tell whether Iran's nuclear programme is peaceful because Tehran is not co-operating fully, its chief says.
Uncertainties "have not been clarified after three years of intensive agency verification," said the head of the International Atomic Energy Agency.
Mohamed ElBaradei's report comes a week before the IAEA board meets to discuss Iran's nuclear activity.
The IAEA has already voted to report Iran to the UN Security Council.
The US and other Western countries accuse Iran of concealing a programme that could be used to make nuclear weapons. Tehran insists it only wants a civilian nuclear capability.
At a meeting on 4 February, the IAEA board demanded that Tehran stop hindering its inspectors' inquiries.
Otherwise, Western diplomats said, the Security Council could consider imposing sanctions against Iran.
The BBC's Bethany Bell in Vienna, where the IAEA is based, says Mr ElBaradei's report will be discussed by both the IAEA board and the Security Council.
